- ARD Advocacy
Discover free, expert special education advocacy to support your child's needs. Our special education advocacy guides families through the ARD process. Special Education Advocacy Could my child have a learning disability or special need? At an ARD (Admission, Review, and Dismissal), teachers, administrators, and other staff members meet to determine a student's eligibility for the special education program because of a special need or a learning disability. Our special education Advocates are professionals who support the family and provide guidance throughout the ARD process. Advocates work with the family and collaborate with the school to identify the needs of the student, develop academic and/or behavioral goals , and recommend services and accommodations the school can provide to help meet those goals. They serve alongside the parents and other stakeholders as members of the ARD team to help develop the IEP. Please note: ARD Advocates are not attorneys and do not provide legal advice. ARD Advocacy is provided free to families that qualify for Medicaid . Applicants are not required to receive Medicaid. Board of Directors member Kirstin Ivy-Waybourne Our Board Kirstin Ivy-Waybourne Kirstin Ivy is presently serving as a high school English teacher in Keller ISD. Previously, Kirstin was a middle school special education teacher and then a dyslexia specialist. She earned a B.A. in English, graduating summa cum laude. In 2019 and 2020, Kirstin earned master’s degrees in Educational Leadership and Curriculum & Instruction from the University of North Texas, both with a 4.0 average. She is pursuing her third master’s degree in Nonprofit Administration, this time from Louisiana State University in Shreveport. While not teaching or attending school, Kirstin continues the work in development that she began while spending a year outside of the classroom working for nonprofit organizations in north Dallas. Since her return to the classroom, Kirstin’s passion for providing equitable access to education has amplified, as has her understanding of how assiduously stressors outside of school impact and compromise students’ ability to learn. She believes that empowering students through comprehensive support, employing restorative practices, and establishing a campus culture of belonging are cornerstones to achieving lasting success. Kirstin began her work in the volunteer sector in 2006 when she began working with an international mission partnership in Honduras that was founded on building committed and responsive relationships, which is a central tenet of her work today. Noggin Educational Foundation (NEF) is the non-profit arm of Noggin Educational Coaching. Doneda Bailey serves as Executive Director. A successful background About Us 2022 Annual Report 2023 Annual Report 2024 Annual Report 2025 Annual Report "When my husband David started teaching 14 years ago he didn’t realize the obstacles he would encounter in the classroom. His first teaching assignment was in a Title I school where he was given one ream of paper to last for the entire semester teaching 125 students. The lack of resources combined with students who were 2-3 grade levels behind left an impression on both of us. His next teaching assignment was in stark contrast. This school was in an affluent area where he had unlimited resources and students excelled. As I heard story after story about his students, a desire to meet the needs of students like the ones he first encountered grew in me. I knew I could and should do something about it." Doneda Bailey, Founder and CEO Doneda Bailey is Founder and CEO of Noggin Educational Foundation. After receiving a BA in Radio-Television from the University of Houston, Doneda began her career in account management at a Dallas marketing agency. She eventually ventured out on her own to develop a commercial video production company. After 12 years in marketing, she co-founded Noggin Educational Coaching with her husband, David Bailey, providing out-of-school educational services to students. Inspired by the great need she saw for students from low-income families to receive similar services, she founded Noggin Educational Foundation. The Baileys and their three children live in the Dallas-Ft. Worth area. Together, they stand on the belief that the effects of poverty can be combatted through educational opportunity. A fee of $30.00 will be charged for each background check. In some instances, mandatory court costs associated with certain counties may be incurred. 1. Click on the Background Check link on the Join the Movement page . 2. Review text on the Welcome Page and enter the password: noggineducation. Click “Agree and Consent”. 3. Enter personal information. All fields marked with an “*” are required. 4. Click “Next” 5. Review all information to ensure its accuracy before proceeding. If you need to make any corrections you can click on the “Edit” link or the “Previous” button to return to the Personal Information page. 6. Board of Directors member Jeff Ghouse Our Board Jeff Ghouse Jeff is an ardent advocate for education and public service. Jeff is from the Dallas area originally and attended the University of Texas at Dallas as well as the Southern Methodist University Dedman School of Law. During law school and afterward as an attorney with Norton Rose Fulbright, Jeff volunteered with the Dallas Housing Crisis Clinic, Mosaic Family Services, the North Texas Food Bank, the Salvation Army, and Catholic Charities. His experiences working with underprivileged students as an attorney drove his future career in education. He left the practice of law in 2018 and worked in low-income schools until 2025 as an educator to advocate for education as a path out of poverty and to success. Jeff firmly believes in providing supports for all students to succeed regardless of their economic background. BACK
